The European Urban Charter is built upon the work of the Council of Europe on urban policies - work inspired by the European Campaign for Urban Renaissance, organised by the Council of Europe from 1980 to 1982. The European Urban Charter I presents an overview of the rights of citizens of European towns. These range from security till health, and from services and goods till equality. The European Urban Charter II Manifesto for a new urbanity, developed fifteen years after the first Urban Charter in 1992, presents a new form of urbanity that has emerged at the dawn of the new century.
