This report refers to The Convention on the Participation of Foreigners in Public Life at Local Level (CPFPL), which was developed on 5 November 1992, signed by nine member States and ratified by six of these. To increase awareness for the goal of the CPFPL, namely achieving recognition of the social and political rights of foreign residents, and to bring together local representatives, the Congress of Local and Regional Authorities (CLRAE) organised two meetings, which are described extensively in this report.
